Professor Kuroda's scholarship sits at the intersection of education, international development, and global governance. He examines how education systems — from primary schooling to higher education — are shaped by international forces, and how education in turn shapes development trajectories, social equity, and diplomatic relations. A recurring theme across his work is how education can serve as a vehicle for peace and cross-cultural understanding, particularly across Asia.

    Global Governance of Education

The role of international organizations (UNESCO, World Bank, bilateral aid agencies) in shaping education policy globally, including the evolution of Education for All (EFA) and SDG4.

Internationalization and Regionalization of Higher Education in Asia

How universities in Asia are globalizing, how student and faculty mobility flows operate, and what regional governance frameworks are emerging to manage these processes.

    Education and International Development

The theory and practice of using education as a tool for development in low- and middle-income countries, with case studies drawn from Southeast Asia, Sub-Saharan Africa, and beyond.

Inclusive and Special Needs Education in Developing Countries

Empirical research on how developing countries — notably Cambodia — are approaching inclusive education, including implications for teacher training and support systems.

International Education as Preventive Diplomacy and Peace-Building

His current KAKEN-funded research project explores how international education cooperation can function as a form of preventive diplomacy and contribute to peace.
